Joanne “Jo” Pepper, M.Ed.

Jo brings 38 years of administrative and teaching expertise within the Head Start community, including 15 years as executive director of Capital Area Head Start (CAHS). In this role, she led a team of 280 and directed services for 1,200 children, overseeing federally and state-funded Head Start/Early Head Start and Pre-K programs, as well as prior childcare initiatives. Jo earned her master’s degree of education from Pennsylvania State University and is an alumna of the Head Start Management Fellows Program at the University of California, Los Angeles. Her dedication has been recognized with the Mayor’s Award for Distinguished Public Service and the United Way of the Capital Region’s Joseph M. Capita Spirit of the Capital Region Award. Jo currently consults in early childhood leadership and serves as a review consultant for the Head Start monitoring system.
